When Saint Paul (Minnesota) Public Library took the plunge, we led with our values to produce a comprehensive, transparent internal and external communications plan that boldly proclaimed our intent and celebrated our success. Learn how we moved from public awareness to unabashed marketing; how the media took up the cause; and the many touch points and communications tactics we used to bring staff members, stakeholders, policymakers, and community members along.

Learning Outcomes

At the conclusion of this on-demand session, participants will be able to:

  • Learn six main audiences to consider when communicating about a fine-free policy change and tactics for reach each one;
  • Build a comprehensive timeline for communicating a fine-free policy change; and
  • Understand when, how, and what to communicate to staff members about going fine-free and the importance of a strong internal campaign developed by staff members.

Speakers

Chase Maxwell serves as the Interim marketing & communications manager for Saint Paul Public Library. He played a pivotal role in SPPL’s 2018 strategic direction planning process, eliminating late fines effort, Drag Story Hour series, and Read Brave Saint Paul. In 2019 his team won Library Journal’s Marketer of the Year Award, Honorable Mention, for its fine-free campaign.

Maureen Hartman is the deputy director for public services with the Saint Paul Public Library. In this role she provides management and leadership support for strategy development, implementation and delivery of library services in 13 library branches and via outreach and engagement efforts throughout the city of Saint Paul. In 2018, she led implementation of Saint Paul Public Library’s Eliminating Late Fines (ELF) team.
