National Assessment of Adult Literacy National Center for Education Statistics

Provides data on levels of literacy and rates of literacy in the United States. This site does not have teaching materials per se, but the data would be useful for policy making and program development.

LINCS. Literacy Information and Communication System

A gateway to adult education and literacy resources on the Internet. Areas of the country are divided into five categories, Western/Pacific, Northwest, Midwest, Eastern, and Southern. Sites are independent of one another and offer web sites, articles, local contact information, and even grant and funding opportunities.
