RESOLUTIONS (standing, Council)
History: Established by Council as a Council Committee on recommendation of the Committee on Organization on January 24, 1975, to consist of seven members APPOINTED BY THE COUNCIL COMMITTEE ON COMMITTEES FOR STAGGERED TERMS OF TWO YEARS. ENLARGED TO TWELVE MEMBERS BY COUNCIL JANUARY, 1977.
Charge: Statement of Responsibility: The Council Resolutions Committee shall provide an advisory and channeling function for all resolutions presented for Council’s consideration, reviewing all resolutions submitted to Council pursuant to the criteria established by Council. (Guidelines for Preparation of Resolutions for Presentation to Council). The committee is also directed to provide consistent, in-depth training for all new members.
It shall advise the makers on how to bring their resolutions into compliance with the Guidelines adopted by Council. All resolutions shall go to Council with a notation that the resolution has been processed through the Committee.
Note: In pursuance of its responsibility to expedite consideration of resolutions before Council, the Committee shall develop procedures designed to enable resolutions to be rapidly processed, maintaining a specific timetable, which timetable shall be widely publicized well in advance of Council meetings.
To determine the policy or non-policy nature of all resolutions to be presented to Council and transmit the resolutions with the appropriate indication. To review all resolutions that are passed by membership to determine those that are clearly policy matters which should be forwarded to Council for action. Any challenge to the determination of the Council Committee on Resolutions shall be voted on by Councilors present at the meeting.
1976 Midwinter Council Action Voted:
That the chairperson at each Council session following the moving and seconding of any resolution allow the Council Committee on Resolutions first chance to give to Council the Committee's assessment of how well the resolution meets the guidelines, and that the CRC develop a suggested format for resolutions to insure that each resolution duplicated for Council carry: (1) a brief descriptive title (i.e. Resolution on ...); (2) the name of the Council sponsor; (3) the name of any ALA unit endorsing the resolution; (4) a statement of the prior history of the resolution, if any (i.e. if introduced before, deferred, revised, etc.); (5) the Council Resolutions Committee notation of review. NOTE: Attached Resolutions Format now in use and is subject to review if necessary.
Please note: As a result of Council action taken at the 1994 Annual Conference, the COC is directed to appoint new members to this committee only if they have met the minimum requirement of experience on either Council or a Council Committee.
