Library Services and Technology Act

The Library Services and Technology Act (LSTA) is the only federal program providing funds exclusively for libraries, supporting a range of services and technology to every community in the United States. Administered by the Institute of Museum and Library Services (IMLS), LSTA was most recently authorized by Congress in 2018. State library agencies use LSTA Grants to States funds to support state and local initiatives, as prioritized by the state – not federal mandates. State library agencies may distribute funds through subgrants or cooperative agreements to public, school, academic, research, and special libraries. There is a requirement for a state match which helps create a buy-in incentive for states.

LSTA consolidates federal library programs – with an emphasis on technology services and access – while expanding services for learning and access to information resources in all library types and for individuals of all ages. LSTA links libraries electronically and helps provide users access to information through state, regional, national, and international networks.

Around the country, librarians use LSTA funding to address and ever-growing demand for important services to the community. LSTA supports such work as workforce development, résumé building, interview preparation, and accessing and applying for jobs on-line; assisting patrons to complete education or training certification; supporting family literacy classes; helping students with homework, mentoring programs, and summer reading programs; delivering access to government information; providing a community forum for enhanced civic engagement; and so much more.

Every fiscal year, Congress provides funding for LSTA in the Labor, Health and Human Services, Education, and Related Agencies Appropriations bill. Federal resources help target library services to people of diverse geographic, cultural, and socioeconomic backgrounds, to individuals with disabilities, and to people with limited literacy skills.
