OBJECTIVES:
1. Work with the RSS Executive Board to pass the Guidelines for Measuring and Assessing Reference and User Services and Resources.
2. Plan the future direction of the committee.

SUMMARY: (summarize discussions, decision reached, follow-up action decided)
The Guidelines passed the RSS Executive Board but were killed by the RUSA Board to the disappointment of the Committee which had spent 5 years working on the document. The Committee made plans for hosting a discussion session during its Sunday committee meeting at Midwinter. The discussion will focus on evaluation of reference, hopefully from academic library and public library perspectives.

EVALUATION:
The Committee worked diligently to fulfill its goal of completing the Guidelines for Measuring and Assessing Reference and User Services and Resources. In this it was effective. In getting the Guidelines passed, it was not effective.

PROBLEMS: Lack of communication on the direction that the Guidelines should have taken to make them acceptable to the RUSA Board.

RECOMMENDATIONS: When assigning a task to a section committee, please be very specific on what the outcome should be and give guidance along the way.
