Originally presented June 1, 2017, by Dr. Ron Carlee. Carlee is the director for the Center for Regional Excellence at Strome College of Business and a visiting assistant professor of Public Administration at Old Dominion University. In 2016, he joined Old Dominion University to create a Center for Regional Excellence using the university’s position as an anchor institution to support and promote a regional vision of growth and innovation. Carlee previously served as city manager of Charlotte, N.C.; county manager of Arlington, Va.; and chief operating officer at the International City & County Management Association (ICMA), and is a fellow in the National Academy of Public Administration. Carlee has also served as a speaker at PLA's previous Leadership Academies.
