Approval of proposed amendment to ALSC Bylaw Article X, Section 2: Nominations and Elections - ADOPTED
In 2011 the ALSC membership voted to approve a change to the ALSC Bylaws converting one of the eight at large ALSC Board directors to a “New to ALSC” Board director. The exact language approved by the membership by vote is as follows:
Sec. 1. The Board of Directors shall consist of the officers of the Association, the immediate past-president; the ALSC/ALA Councilor; the fiscal officer; eight additional directors, which will include a “New to ALSC” director, three to be elected each year for a term of three years each, except beginning in 1977 and every third year thereafter when two shall be elected for a term of three years each.
In the time since this change was adopted, it has been determined that other sections of the Bylaws need updating to reflect the creation of the new position; amendments to update these sections appear below.

ALSC Bylaws ARTICLE X. Section 2: Nominations and Elections
Current Bylaw
The Nominating Committee shall prepare a slate to consist [of: two (2) candidates for vice-president (president-elect); and six (6) candidates for three (3) directors, except every third year when four (4) candidates for two directors shall be selected; two (2) candidates for ALSC/ALA Councilor in appropriate years; two (2) candidates for fiscal officer in appropriate years;] sixteen (16) candidates for eight (8) Newbery Awards Committee members-at-large; sixteen (16) members for eight (8) Caldecott Awards Committee members-at-large; ten (10) candidates for five (5) Sibert committee members-at-large; six (6) candidates for three(3) Laura Ingalls Wilder Award Committee members-at-large every other year; and candidates to fill vacancies as approved in [Article IV, Sec. 3 and Article V, Sec. 3] of these Bylaws. The Nominating Committee will report the slate of candidates to the ALSC Executive Committee in writing by October 1, for the Fall Division Leadership Meeting in the year of the Nominating Committee’s appointment.
Proposed Bylaw Change
The Nominating Committee shall prepare a slate to consist of two (2) candidates for every anticipated Board vacancy (the Board shall consist of thirteen members: president, vice-president (president-elect), immediate-past-president, division councilor, fiscal officer, new to ALSC director and seven directors-at-large). In years when multiple director-at-large vacancies are anticipated the slate shall include twice as many candidates as there are slots; sixteen (16) candidates for eight (8) Newbery Awards Committee members-at-large; sixteen (16) candidates for eight (8) Caldecott Awards Committee members-at-large; ten (10) candidates for five (5) Sibert committee members-at-large; six (6) candidates for three(3) Laura Ingalls Wilder Award Committee members-at-large every other year; and candidates to fill vacancies as approved in Article V, Sec. 3 of these Bylaws. ALSC Bylaws ARTICLE IV. Section 3: Board of Directors
Current Bylaw
A vacancy in the membership of the [Board of Directors] shall be filled by appointment of the president with approval of the Board of Directors. The appointee shall hold office until the next annual election, when nominees shall be presented to the membership for election [to complete the unexpired term] as provided in Article X, Sec. 2.
Proposed Bylaw change
A vacancy in the membership of the directors-at-large and New to ALSC director of the Board of Directors shall be filled by appointment of the president with approval of the Board of Directors. The appointee shall hold office until the next annual election, when nominees shall be presented to the membership for election as provided in Article X, Sec. 2.
Approval of membership dues adjustment and implementation of new dues categories - ADOPTED
Part of the function statement for the ALSC Budget Committee is “to review for the ALSC Board, on a regular basis, the dues structure.” The last dues review was performed five years ago and the last increase to ALSC membership dues was 17 years ago. The ALSC Budget Committee has reviewed the current membership dues structure and has recommended: adjustments to the dues rate for regular and student members; the addition of new personal membership dues categories for support staff, non-salaried librarian, retiree, and advocate; and adjustments to the dues rate for organizational and corporate members.
The ALSC Board discussed the proposal during the 2012 Annual Conference, member-wide community forums were held on August 8 & 9, 2012 on ALA Connect and additionally, the ALSC Budget Committee posted an FAQ to ALA Connect. On September 2, 2012, ALSC President Carolyn Brodie posted an entry on the ALSC Blog, “On ALSC Membership and the Dues Proposal,” outlining the efforts to date and inviting commentary. On October 24, 2012, the ALSC Budget Committee Chair solicited feedback specific to the student dues rate increase.
As a result of an increase, the association can continue to support and develop initiatives, programs, and services. For instance, in fiscal year 2013, the association will support the ALSC Strategic Plan through development of a major advocacy website to include resources, ideas, stories, and inspiration to help youth librarians connect with their administration, community, and legislators. The addition of new member categories opens ALSC to a greater community of members and extends the opportunity for participation.
