Member Responsibilities

The members of the Board of Directors have specific responsibilities as outlined here and in the ALCTS Bylaws, Articles VII, VIII, X, and XI.

President

  • Is the chief elected officer of ALCTS and ensures that the ALCTS Bylaws are observed and the decisions of the Board of Directors and of the membership are carried out.
  • Serves as a voting member of the ALCTS Board and Executive Committee; Attends and presides at all ALCTS Board meetings and Executive Committee meetings.
  • Plans the agenda for Board meetings with the Executive Director, ALCTS and recommends to the Board such action as is deemed in the interest of the Association.
  • Provides communication and coordination for the Division and ensures that programs are responsive to ALCTS membership needs.
  • Appoints committee members or representatives when posts become vacant or when new ones are created during the year of office.
  • Keeps abreast of ALCTS activities by attending the meetings of the divisional committees and the section executive committees during Midwinter Meeting and Annual Conference.
  • Keeps the Board Executive Committee informed of all actions and activities.
  • Prepares and submits an Annual Report to ALA Council. The report is published in the ALCTS Newsletter Online.
  • Insures that necessary reports and records are maintained.
  • With the Board of Directors conducts the annual performance review of the ALCTS Executive Director. Submits a written evaluation to the ALA Senior Associate Executive Director.
  • Performs other duties as assigned by the Board of Directors.
  • Is an officer of the Association.
  • Is Board liaison to the Fundraising Committee.

President-Elect

  • Serves as a voting member of the ALCTS Board and the Executive Committee; Attends all meetings of the ALCTS Board and the Executive Committee.
  • Makes appointments of such division committee members and representatives as will serve during the forthcoming term.
  • Plans agendas for Board meetings with the President and ALCTS Executive Director.
  • Plans the activities and programs to be emphasized during his/her term of office, in accordance with the needs of the Division.
  • Presides at Board meetings, Executive Committee meetings, and membership meetings in the absence of the President.
  • Is a member of the ALA Committee on Appointments.
  • Keeps abreast of ALCTS activities by attending meetings of the division committees and the section executive committees during Midwinter Meeting and Annual Conference.
  • Appoints the chairs of divisional committees and the members, coordinating this activity with the committee chairs whenever possible.
  • Performs other duties as assigned by the Board of Directors or the president.
  • Stands ready to take the president's place when called upon to do so.
  • Assumes office of President.
  • Is an officer of the Association.
  • Is Board liaison to the Program Committee.

Past-President

  • Serves as a voting member of the ALCTS Board and the Executive Committee and attends all meetings of the ALCTS Board of Directors and the Executive Committee.
  • Performs duties as assigned by the Board of Directors or the President.
  • Is an officer of the Association.
  • Is Board liaison to the Leadership Development Committee.

Division Councilor

  • Serves as a voting member of the ALCTS Board and the Executive Committee and attends all meetings of the ALCTS Board of Directors and the Executive Committee.
  • Represents the interests of ALCTS at all ALA Council meetings and via the Council discussion list.
  • Performs duties as assigned by the Board of Directors or the President.

Section Chair and Council of Regional Groups Chair

  • Coordinates the plans, activities and programs of the section, assuring that they are responsive to the needs of members and consistent with ALCTS procedures.
  • Serves as a voting member of the ALCTS Board and attends all ALCTS Board meetings.
  • Reports to the ALCTS Board the activities, programs, publications, continuing education, etc., of the section, and makes recommendations regarding them.
  • Presides at the Midwinter and Annual meetings of the section executive committee, sets the agenda in consultation with committee members, and recommends to the executive committee such action as is deemed to be in the interest of the section.
  • Verifies that program budget requests have been planned and submitted to the Budget and Finance Committee.
  • Sees that bylaws are observed by officers and members of the section and that the orders of the executive committee and of the section are carried out.
  • Prepares the annual report of the section for the ALCTS Newsletter Online.
  • Verifies that section and committee minutes and reports are submitted.
  • Attends as many meetings as possible of the section's committees during the Midwinter Meeting and the Annual Conference.
  • Appoints committee members or representatives whose posts are created or become vacant during the year in office.
  • Schedules executive committee meetings and notifies committee members of the time, date and place of meetings, prepares the agenda, and presides over meetings.
  • Keeps the vice-chair and the Executive Director, ALCTS, informed of all actions and activities by forwarding copies of pertinent documents. Whenever division policy matters are involved, copies are also sent to the President and President-elect.

Directors-at-large

  • Serves as a voting member of the ALCTS Board and attends all ALCTS Board meetings.
  • Represents the ALCTS membership-at-large at Board meetings.
  • Attends Executive Committee meetings as deemed appropriate by the President.
  • Serves as Board Liaison, one Director-at-large for each committee, for the division Education, Membership, and Publications Committees.

Committee Chairs

  • Serves as a voting member of the ALCTS Board and attends all ALCTS Board meetings.
  • Attends Executive Committee meetings as deemed appropriate by the President.
  • Reports to the ALCTS Board the activities of the committee and makes recommendations regarding them.

Editor, ALCTS Newsletter Online

  • Serves as a non-voting member of the ALCTS Board and attends all ALCTS Board meetings.
  • Reports activities of the Board and the division in the ALCTS Newsletter Online.

Executive Director

  • Serves as a non-voting member of the ALCTS Board and attends all ALCTS Board meetings.
  • Serves as parliamentarian at Board meetings.
  • Serves as secretary to the Board or may designate someone to serve as secretary.
  • Advises the President and Board on policy and procedure.
