ALA/LAMA/HRS/STAFF DEVELOPMENT COMMITTEE
STAFF DEVELOPMENT CLEARINGHOUSE

The Staff Development Committee of the American Library Association, Library Administration and Management Association (LAMA), Human Resources Section (HRS) has, since 1984, maintained a Staff Development Clearinghouse located at ALA Headquarters Library. This Clearinghouse is composed of a variety of materials collected from all types of libraries throughout the United States. The materials included consist of Staff Development and Personnel policy statements, training and orientation manuals, Staff Development programs, projects, a list of pertinent Web Sites, and referrals. The Clearinghouse is designed to serve as a resource for any library in its planning or implementation of Staff Development policies or training programs.

Attached are listed the materials held within the LAMA/HRS/Staff Development Committee: Staff Development Clearinghouse. These materials are housed at ALA Headquarters Library and are available for use by libraries, individuals, and organizations upon Interlibrary Loan request. All items are filed at ALA Headquarters Library in alpha progression by the name of the institution having produced the item.

The LAMA/HRS/Staff Development Committee commonly hosts programs and pre-conferences at ALA's annual conference. As the demand for hand-outs composed for these events at times exceeds the supply, and as some ALA members cannot always attend the programs, it was determined that including the hand-outs in this Clearinghouse would be desirable. Such are listed in the attached list under the heading: "ALA/LAMA/HRS/Staff Development Committee".

In addition to the abstracted list of holdings this document also includes: a list of holdings by loose subject heading, a list of performance evaluation forms, and lists of pertinent Web Sites and referrals.

Referrals to pertinent Web sites will be added to this list as encountered; notification of content and address for known sites will be greatly appreciated. Please contact Patricia Finney at finney@crlmail.uchicago.edu.

BOSTON COLLEGE LIBRARIES, BOSTON, MA

Student Assistant Handbook. 1991/2 (7 pp.). MISSING 1/11/02

A general handbook for all student assistants within the library system. It includes instruction and information concerning administrative matters such as schedules, absences, breaks, performance evaluation, and policies for: food and drink, off limits, TV and radio, phones, emergencies, and library security.


BROWARD COUNTY (FLORIDA) LIBRARY SYSTEM

Staff Development Plan. Tanya P. Simmons, Staff Development Officer. 1985. (30 pp.). MISSING 1/11/02

Designed to address the training needs of the entire library system. Included are: employee orientation, skill building workshops, literacy training, career development, program development, management skill building, full library system staff development, an employee recognition program, minority recruitment, and peer instruction groups. Criteria for evaluation of training activities is also included.


BROWN UNIVERSITY, PROVIDENCE, RI

Personnel Program for Librarians. 1985 (@ 50 pp.).

Complete personnel policy for professional positions including: definition of professional staff and its various grades, review for promotion, instructions for job descriptions, guidelines and form for performance evaluations, staff development statement, grievance procedure, competence standards by rank for catalogers and reference staff, salary data, travel policy, annual reports of the staff development committee, and guidelines and forms for a staff rotation program.


CALIFORNIA STATE LIBRARY, SACRAMENTO, CA

Convocation on Providing Library Service to California's 21st Century Population. Convocation Proceedings. 1997 (101 and 11 pp.).

This publication is the proceedings of a two day gathering of over 100 library leaders who conducted meetings and work sessions. The objective of the session was to assess the condition of library services to diverse populations and to develop recommendations for new statewide programs that will respond to needs in the 21st century.

The publication includes: a demographic profile for the 21st century; seven papers on the topics of: access, collection development, community collaboration and outreach, lifelong learning, promoting the value of libraries, staffing, and technology; remarks by Dan Walters and Richard Rodriguez; two series of recommendations by topic; an agenda; and a separate appendix: "Summary of Input Received from the Public Forums on the California State Library's Convocation on…".

Harmony in Diversity: Recommendations for Effective Library Service to Asian Language Speakers. 1998 (31 pp.). Supplemental Materials (149 pp.)

A publication created to provide guidance on how to improve library service to Asian language speakers and readers. The main publication includes statements and recommendations concerning: challenges and opportunities, customer service, staff development, commonalties and differences, communication, access, collections, technology, services, programs and future implications. A bibliography completes the publication.

The supplemental materials are comprised of specific information arranged topically. Several sections are dedicated to individual language groups: Chinese, Filipino, Japanese, Korean, and Vietnamese; these include: cultural information, vendor lists, language aids, dewey classification, periodical lists, and organizational and personnel reverences. Other information includes articles on promoting library awareness, linguistically isolated populations, names, Web Sites and library materials vendors.


Keeping the Promise: Recommendations for Effective Library Service to African Americans. 1996 (14 pp.).

A publication created to provide guidance to public service librarians, administrators, and library directors on how to improve service to African Americans. The goals of the publication include: aiding understanding of diversity; dispelling myths and misconceptions; creating a tool to aid in providing service, access and materials; promoting wider appreciation of African American culture; providing information on the African American community; and promoting recruitment of diverse library staff. Topics covered in the publication include: needs assessment and community analysis; access; materials; collection development; staff development; services; programs; technology; marketing; funding; political concerns and evaluation.


CENTER FOR RESEARCH LIBRARIES, CHICAGO, IL

New Employee Orientation. 1996 (24 pp.).

A complete plan for the orientation of all new employees. This document is in outline, check-list format. It includes a letter of welcome, a schedule, a section on each department or operating unit of the library, an organizational chart, and a map of the building. While this orientation packet is extremely specific to the operations of an individual library, it could be of use as an example for others who hare attempting to construct a detailed plan for new employee orientation.

Training for Effective Use of CRL: A Model. DRAFT. 1990 (40 pp.).

A training plan for Interlibrary Loan staff use in seeking to instruct new or retrain ongoing employees in more effective use of the CRL collections. Originally used as the foundation for a training workshop at CRL it can be easily accommodated to home library use. The plan, in outline form, introduces CRL and its collection components, and details bibliographic access, borrowing policies and procedures, services, and plans for keeping current. This plan can be used by those seeking to train staff for use of CRL, or more generally, as an example in constructing a training plan for Interlibrary Loan or Reference staff.


CHANDLER PUBLIC LIBRARY, CHANDLER AZ

Staff Development. Misc. Materials (17 pp.).

This group of various materials pertaining to Staff Development includes the training policy statement, an evaluation form for training programs, a supervisors' training log, and new employee orientation materials which include extensive check sheets for the various facets of training; these are divided by department and area of specialization.


CUYAHOGA COUNTY PUBLIC LIBRARY, MAPLE HEIGHTS, OH

Adult Balanced Life Enhancement Inventory [ABLE]. 1997 (21 pp.).

Produced by InfoPLACE, a job search education and counseling program of the Cuyahoga County Public Library, the packet includes a user's manual and the self-assessment inventory tool. Part 1 of ABLE is a diagnostic instrument which examines how energies are being spent across six different life dimensions: physical, emotional, intellectual, occupational, social, and meaning/purpose. Part 2 enables the user to employ the self assessment developed in Part 1 to build a plan for change.

This is a copyrighted title; additional copies of these items are for sale by the producer and an order form is included.


DANIEL BOON REGIONAL LIBRARY, COLUMBIA, MO

Steps to Staff Day. (4 pp.).

A chronological checklist of tasks to be accomplished in the hosting of a Staff Day dedicated to a selected theme of Staff Development. A good tool for one with first time responsibility for such an event, or for the experienced host who needs reminders.


DEKALB COUNTY PUBLIC LIBRARY, DEKALB, GA

Focus on Youth: A Training Program for Youth Services Specialists. 1992 (41 pp.).
H.W. Wilson Library Staff Development Grant - 1993 winner

A proposal to develop and implement a two-day training retreat for incumbent Youth Services staff dedicated to providing uniform and comprehensive training for service to youth. The training program, once developed, will be repeated for all incoming Youth Services staff. The proposal includes statements of purpose, need, current Staff Development Program, and objectives for Youth Services. The proposed project is explained with a summary of objectives, plan for implementation, topics to be addressed, agenda (including plans for ongoing training of new staff), calendar, budget, and plans for evaluation. Appendixes include descriptions of projects and teaching aids, and a "Self-Assessment Guide for Children's Services" (Minnesota (State) Office of Library Development and Services. St. Paul, MN).


EAST BRUNSWICK PUBLIC LIBRARY, EAST BRUNSWICK, NJ

Staff Development Day: June 20, 1997 (13 pp.).

A packet of materials which were used for a Staff Development Day which includes: a schedule of events; handouts; and an evaluation form. The topics of the events were " Cultural Diversity: Customer Service with a Difference", and "Privacy and Confidentiality in the Library".

Page Package: A Training Manual (dist. ALA/PLA). 1987 (@ 150 pp.). MISSING 1/11/02

A training manual containing detailed, step by step, instruction for all tasks performed by the paging staff. The 6 week training program includes training checklists and performance standards, tests, evaluatory mechanisms, and weekly quizzes.

Recognizing Cultural Differences: A Training Program for Staff. (11pp.).
H. W. Wilson Library Staff Development Grant - 1988 Winner MISSING 1/11/02

A proposal to formulate a series of five pilot workshops designed for public service staff dedicated to training for cultural differences. The objectives of the workshops are to bring awareness of cultural diversities among foreign-born clientele and to improve library service through better knowledge of these patrons' needs. A further goal is to incorporate cross-cultural training into all future training plans.

The proposal contains an abstract, a statement of need, a statement of purpose and objectives, a plan for implementation, a budget, and a plan and questionnaire for evaluation.

Guidelines for Use of Internet. (1 p.).

In response to the increasing use of "E-Mail", a policy keying upon personal use of the Internet was necessary. Personal vs. business related activities are defined.


HARVARD UNIVERSITY, LAW SCHOOL LIBRARY, CAMBRIDGE, MA

Staff Development: Diverse Offerings Build a Strong Staff. 1993 (17 pp.).

Materials concerning its Staff Development Committee originally used as a hand-out for an ALA Poster Session dedicated to helping others to build and guide such a committee. The mission statement, charge, and activities of the committee; new staff orientation instructions and checklist; needs assessment survey description and questionnaire; list of events sponsored in the most recent year; and ideas for future programs are included. A very instructive and inspirational publication which meets its goal of helping others.


HURON VALLEY LIBRARY SYSTEM, ANN ARBOR, MI

Building Effective Work Relationships. 1989. (30 pp.).

Materials for a two day seminar the objectives which were: to promote self awareness, to realize and build upon strengths, and to find new methods of working better with others. There are contained several tests and group assignments concerning: work styles, personal profiles, group action, behavior characteristics, flexibility exercises, strategies for blending, and a team building exercise.


INDIANA UNIVERSITY, BLOOMINGTON, IN (AND BRANCH CAMPUSES)

Workshops for Supervisors Who Work With Student Hourly Employees. (13 pp.).
H.W. Wilson Library Staff Development Grant - 1981 winner. MISSING 1/11/02

The proposal details the planning, implementation, and evaluation of workshops for staff dealing with student employees. Contained are: a needs assessment for staff development with an analysis which is specific to student assistants, a project plan to provide computer assisted (PLATO) efficient, economical and effective training for student assistants. This is a project plan, not a detailed analysis and contains a calendar of events, budget requirements, and a plan for evaluation.


INDIANHEAD FEDERATED LIBRARY SYSTEM, EAU CLAIRE, WI

Model Staff Development/Continuing Education Policy. (5 pp.).

A "model" Staff Development/Continuing Education policy statement designed for use in all system libraries. Following a definition and goal statement, are individual policies for library trustees, directors, and staff. Activities for which funding is available are listed and forms for activity reports and annual summaries of activities are included.

A proposal for a 1 year program utilizing special consultants from business, industry, and human service agencies, as well as the library field, to train non-degree public service staff. The proposal includes: a description of, and the goals for, the proposed project, a statement of need, calendar for implementation, budget, evaluation plan and background documents including: an evaluation of present library services and annual statements of objectives for the system.

Decision Making Seminar. 1985 (15 pp.).

Materials from a full day program including a bibliography, outlines of presentations, materials for small group work including worksheets, and strategies for reducing conflict in decision making.


JEFFERSON COUNTY PUBLIC LIBRARY, LAKEWOOD, CO

Page Training Manual. rev. May, 1995 (notebook format) (43 pp.).

A complete manual for the training of pages within the library. The in-depth treatment includes
an introduction to the library: its history, mission, procedures and physical layout; a section on basic library skills; followed by instruction in paging duties including: shelving, shelf reading, and working with the public. Appendices include a glossary and specific instruction for the physical processing of library materials.

Substitute Circulation Assistant Training Manual. rev. July, 1995 (notebook format) (@ 100 pp.).

A thorough training manual for the Circulation Substitute. A basic orientation package including procedural and library informational materials is followed by in-depth instruction for the position including: the circulation system, check-out procedures, use of the catalogue, and telephone training. Appendices include informational brochures and forms. This is an excellent example which could be used when writing your training manual.

Substitute Librarian Training Manual. rev. July, 1995 (notebook format) (@ 150 pp.).

This manual follows the in-depth and highly organized format of the two above. A general orientation program on the library (its mission, practices and systems) is followed by specific topical treatment including: reserves and catalog search practice, reference sources, patron instruction and training in the Branches. A great deal of space is left for notes and self instruction. Appendices include informational brochures and forms. Another excellent model.


KING COUNTY LIBRARY SYSTEM, SEATTLE, WA

Building for Management Excellence. rev. Feb., 1995 (6 pp.)

A Staff Development policy statement dedicated to the enhancement of management skills throughout the library system. The philosophy and goals of the policy are stated, as are expected foundation skills and requirements, "competencies for success," for all levels of management from entry to executive. An extremely valuable section of this document defines each listed attribute of competency.


KING COUNTY LIBRARY SYSTEM, SEATTLE, WA (in cooperation with University of Washington Libraries and Seattle Public Library)

Back for the Future: Preventing Back Pain in the Library.

The video Back for the Future: Preventing Pack Pain in the Library and an introductory flyer with hints for avoiding back pain are included.

Training Plans. 1989 updated 1991 (55 pp.).

A training plan for library technicians, reference librarians and other temporary staff. For each position: the training goals are stated; the responsibilities of each staff member involved in training are delineated; a detailed chronological list of training activities is included; required progress reports are explained; and the expectations of training are cited. Appendixes include a copy of a performance evaluation form and a list of the key reference sources used within the division.


LOUISVILLE (KENTUCKY) FREE PUBLIC LIBRARY

Improving Patron Relations. (5 pp.).
H.W. Wilson Library Staff Development Grant - 1986 winner

A proposal to conduct a 2 day intensive workshop designed to improve staff/patron interaction skills; to produce a training videotape and handbook for use in future workshops; and to provide evaluation and feedback mechanisms for said program. The proposal includes a projected program summary, calendar, budget, and evaluative mechanisms.


LOYOLA UNIVERSITY, CHICAGO, IL

A Manual for Supervisors of Library Student Assistants. (33 pp.). MISSING 1/11/02

A manual designed to provide basic information to supervisors of student assistants which documents policies, procedures and practices which are uniform among all library units. The entire scope of events within the employment of a student assistant is discussed including budget allocation, grade levels of student positions, recruitment, interviewing, hiring process, scheduling, work study, orientation, training, policies and regulations, evaluations, resignation and termination, and samples of forms employed. An excellent model upon which to construct such a document.

Better Reference Service Through Better Communication. (@ 50 pp.).

A proposal for an one day workshop on communication skills to be offered to public service staff from public libraries throughout the state of Maine. The objective of the workshop is to improve the quality of reference service.

Included in a package of information are: a statement of need and objective; an implementation plan; a proposed budget; a plan for evaluation; and additional supporting material such as: descriptive fliers concerning the library system; a bibliography devoted to reference services; a list of reference materials basic to the small or medium sized public library entitled "A Bare Bones Reference Collection"; excerpts from the annual report of the library district which are specific to reference services and staff development; and the final report of the Reference Study Committee.

MEMPHIS SHELBY COUNTY PUBLIC LIBRARY AND INFORMATION CENTER, MEMPHIS, TN

Staff Institute Day. (6 pp.). MISSING 1/11/02

Documents concerning the annual training day for the entire staff. Included are a planning document which cites the purpose and intended outcome of the event, a program of events citing all workshops held (1993), a planning checklist for workshops, and an extensive evaluation form.

Plan for the implementation of a staff development program which includes: a policy statement, goals, roles and responsibilities, needs assessment, evaluation, calendar for program implementation, policy for conference, workshop, and training program attendance, tuition assistance program, guidelines and forms for staff development report.


NEWPORT NEWS PUBLIC LIBRARY SYSTEM, NEWPORT NEWS, VA

Staff Training Effectiveness Program. (5 pp.).
H.W. Wilson Library Staff Development Grant - 1994 winner

A proposed program for reference staff dedicated to increasing efficiency and accuracy by providing customer service and reference skills training. The proposal includes statements of need, the library's staff development program, the purpose and objectives of the program, a work plan, a project plan, a calendar of events, a budget, and the description of a unique method of evaluation which will involve the hiring and training of anonymous surveyors to pre-test and post-test. Also included is a statement of future plans to continue the training initiated by this program.


OCEAN COUNTY LIBRARY, TOMS RIVER, NJ

Staff Development Program: Five Year Plan. (@ 110 pp.).

An extremely comprehensive plan for the development of a library-wide staff development program; the plan is thoroughly considered. It is made up of four parts:
Planning - including rationale, definitions, potential benefits, current status, and the proposed activities of the staff development committee which would oversee.
Proposed Program Implementation - including a statement of each program component with detailed goals, objectives, training pans, and evaluation procedure; statement of roles and responsibilities for all parties; and an inservice training plan stating the objectives, proposed training activities, and evaluation procedures for each service department.
Calendar - including the time tables and application schedules for all proposed activities.
Appendices - including needs assessment results, and a staff development bibliography and reading list.


OHIO LIBRARY COUNCIL. CHILDREN'S SERVICES DIVISION.

Youth Services Handbook. Aug., 1995 (Notebook format, 250 pp.).

An extremely detailed publication which is based upon the goal of presenting in one document, the information needed to perform youth services well. A unique feature of the publication is the statement, at the beginning of each chapter, of competencies required for successful performance within the topic of the chapter. Chapter headings include: knowledge of the client group; administrative and management skills; communication skills; materials and collection development; programming; advocacy, public relations, and networking skills; professionalism and professional development; and appendices (various informational forms and statements)


PALATINE PUBLIC LIBRARY DISTRICT, PALATINE, IL

In Charge Manual. Jan., 1993 (38 pp.).

A summary of policy and procedures for plant, emergency and other situations requiring out of the ordinary decision making. Included are statements of "who is in charge"; guidelines for dealing with abandoned children, accidents or injuries, bomb threats, emergency closings and pagings, end of day and locking up, fire, irate patrons, maintenance, meeting rooms, opening up, power outages, and tornadoes; emergency phone numbers and an index close the publication. A very neat and clear instruction manual, which would be easily adaptable to most libraries' use.

In Style. (10 pp.).

A manual for use by all staff members as a guide for preparing consistent, well-written materials for distribution outside of the library. Included are statements of style specific to the library; and standards for punctuation, abbreviations, numbers, dates, time, addresses, computer language, bibliographic entries, and final printing.

Planning a Staff Day. 1993 (37 pp.).

A group of materials used to plan and carry forth the library's annual Staff Institute Day. Materials begin with a summary of the event and its rationale. Also included are items integral to planning, hosting, and evaluating the event such as: a budget, evaluation form and analysis, agenda and schedule, field trip instructions, descriptions of courses and seminars, a planning schedule and assignment of duties, awards given, forms, and timetables.

Professional Conference Guidelines (2 pp.).

A statement of policy concerning conference attendance including: goals, obligations, frequency of attendance, selection of attendees, and reimbursable expenses.


PINELLAS (FLORIDA) PUBLIC LIBRARY COOPERATIVE

Surveying Public Libraries for the ADA. (203 pp.).

A large gathering of documents and information to assist libraries in responding to the Americans With Disabilities Act. An excellent resource which includes: an introduction to the law and its highlights; a review of current literature; a section on communication with consumers; aids for planning auxiliary services; a guide for staff training in response to ADA; a discussion of the provision of accessible collections; a lengthy self-evaluation survey for public libraries; and Appendices consisting of resource lists, a glossary, information on how to get copies of the law and regulations, and guidelines for referring to people with disabilities.


PRINCE GEORGE'S COUNTY MEMORIAL LIBRARY SYSTEM, HYATTSVILLE, MD

Orientation and Training for Hourly Employees. (@ 50 pp.).
H.W. Wilson Library Staff Development Grant - 1984 winner

A proposal for a 1 year program to establish and maintain uniform standards and procedures for orientation and on the job training for hourly employees. Such would be accomplished through the development of audiovisual presentations, containing both general information and detailed task-orientated instruction. A workbook including tasks and procedures, with exercises, would also be produced. The proposal contains a history of staff development efforts, needs assessment, plan for the proposal's implementation, calendar of events, budget, evaluation procedure, and attachments including the long range plan for the system itself and its human resource development policy.


PRINCE WILLIAM (VIRGINIA) PUBLIC LIBRARY SYSTEM

Staff Development Task Force: Final Report and Recommendations. 1990 (notebook format) (@ 70 pp.).

A design for an overall plan for staff training and development was necessary; a task force was convened; this is its final report and recommendations. Included are definitions, plans for implementation, a process for future planning, assignment of responsibilities, a statement of staff needs, the reports of various brainstorming sessions, and the result of a staff development survey.

A proposal to address the questions of "what makes a good supervisor?" and "what makes a good employee?" in two one-day workshops for library staff of all levels. The anticipated results of these workshops are: an improved understanding of the work environment, increased awareness and appreciation of the staff's interdependency, and gains in respect for each other's roles and responsibilities.

The proposal contains a statement of need, a statement of purpose and objective, a plan for implementation, a budget, a plan for evaluation, and a copy of the brochure printed for the workshops.

An appendix "Continuing Education Assessment and Development 1990" is attached. This contains the institution's plan for continuing education with historical background, continuing needs, and an action plan to meet these needs. Survey forms and results, for library and professional staff, exploring staff development policies and needs assessment for continuing education, comprise the bulk of the document.
