Hardy R. Franklin Dead at 75

Former District of Columbia Public Library Director Hardy R. Franklin, 75, died August 22 at Washington Home Hospice, in Washington, D.C. He had Alzheimer’s disease, complicated by diabetes.

Franklin served as American Library Association president in 1993–94 and, in 1983, received the Public Library Association’s Allie Beth Martin Award for his depth of knowledge about books and library materials.

Franklin, who served as DCPL director for 23 years, is credited with expanding library holdings, introducing a nationally recognized online catalog, launching library programs at day-care centers, and increasing library services citywide. He resigned in 1997 and pleaded guilty the following year to failing to repay the city for ALA-reimbursed travel expenses. Franklin was ordered to pay back $24,000 and served five months of home detention.
