Construction Problems Beleaguer Indianapolis Expansion ProjectThe $102.7-million expansion of Indianapolis–Marion County Public Library’s central library has been halted over cracks and holes found in the concrete of a two-floor underground parking garage that will support the weight of a six-story addition to the facility.The library has suspended a principal contractor on the project, Shook Construction, which was responsible for the concrete work, and is withholding a $1.3-million payment to the firm because of construction errors that occurred before the concrete flaws were found, the Indianapolis Star reported May 21. Shook has blamed the cracks on design flaws outside its control, noting that it had repeatedly raised concerns about the design and that the library’s inspectors had approved its work. The library board met in closed session May 20 to discuss how to proceed with the troubled project. Officials told the Star they don’t know if the problems will delay the opening of the facility, scheduled for 2006. Posted June 4, 2004. |
