Toronto Library Worker Arrested for 1969 Chicago Shooting

Police arrested a research assistant at the Toronto Public Library’s central reference library July 27, accusing him of being a former member of the militant Black Panther Party wanted for the shooting of a Chicago police officer 35 years ago.

Joseph Coleman Pannell, 55, was apprehended as he walked to his car outside the library, where he had been working under the name Douglas Freeman for the past 13 years, the Toronto Star reported July 29.

Pannell is accused of shooting Chicago police officer Terrence Knox on March 7, 1969, when the officer stopped the 19-year-old Pannell to ask why he wasn’t inside a nearby high school, according to the July 29 Chicago Tribune. Pannell, who was arrested after the shooting, jumped bail twice, missing court dates in 1971 and 1973.

According to the July 29 Toronto Globe and Mail, little is known about Pannell and his life in Canada. Police say he had a wife and children, and appears to have lived in Montreal for several years before moving to Toronto.

Pannell is currently awaiting two hearings: an admissibility hearing to determine whether he can stay in Canada, and an extradition hearing to decide whether he will be sent back to the United States for prosecution.
