Work Resumes on Delayed Indianapolis LibraryIndianapolis–Marion County Public Library officials reinstated June 30 a contractor they had suspended in May after “grossly defective” cracks and holes were found in concrete at the central library’s expansion site. The announcement came one week after the firm, Shook Construction of Ohio, sued in Boone Circuit Court for more than $2 million it claims the library owes for design changes and delays, the Indianapolis Star reported July 1.Shook has hired a Maryland subcontractor, Structural Preservation Systems, to perform the work to repair the cracks in the two-story underground garage, which is designed to bear the weight of the six-story building. “The library board and staff assure the public that the parking garage will be properly repaired and constructed,” read a statement released June 30 by the library administration. “The library will also aggressively pursue the recovery of all related damages and costs from all responsible parties.” The Star noted that it’s as yet unclear who will pay for the repairs. In a June 16 directive to Shook, the library indicated the company must pay. However, Shook’s attorney Julia Blackwell Gelinas told reporters, “Shook has been directed to do the work, and Shook will be submitting its claims.” The $102.7-million project, due for completion in 2006, has been financed with $59.7 million in tax revenue and $43 million in private donations.
