Despite Confusion, Akron Panel Approves BudgetAlthough they didn’t realize it at the time, Akron–Summit County Public Library trustees approved a 2004 budget of $20.8 million—a figure that would rely on a $2-million loan from a 1.4-mill operating levy—at its March 31 meeting. Because no one seconded a motion to borrow the $2 million, trustees left the meeting worried they wouldn’t meet the county budget commission’s April 1 deadline and might even face a fine for not doing so, the Akron Beacon-Journal reported April 1. But the next day Director Steve Hawk reported that the board had, in fact, approved the budget; the only thing they hadn’t done was finish a formal request to the county to authorize the sale of the tax notes, for which there is no deadline. “It was much ado about nothing,” Hawk said, blaming the confusion on fatigue after the long meeting. Trustees had been divided over how much they wanted to borrow on the levy, which doesn’t go into effect until January: The personnel committee asked for $3.8 million, while the finance committee said a more conservative $2 million would save the system $264,000 in interest and other costs.
