No Tax Rebate for Clinton Presidential Library, Arkansas ClaimsThe Arkansas attorney general’s office filed papers in Pulaski County Circuit Court January 6 arguing that the Clinton Presidential Foundation in Little Rock is ineligible to recover some $3.5 million in tax rebates under the Advantage Arkansas program. The foundation, which is building the Clinton Presidential Library scheduled to open in November, had sued the state in July 2002 after it was denied the credit because it is a nonprofit organization. The state insists that only for-profit businesses are covered by Advantage Arkansas, the Little Rock Arkansas Democrat-Gazette reported January 7. The court papers, which are requesting an immediate ruling in favor of the state, claim the eligibility list “does not include libraries, schools, educational facilities, or governmental institutions.” The foundation argued in its own papers filed in December that “a job created by a nonprofit business is no different than a job created by any other type of business.” Foundation Attorney Jane Dickey said the library meets all of the legal requirements—it is a corporate headquarters, will create at least 25 new jobs, and has no retail sales.
