Borough Council Moves to Evict Library Management

The nonprofit association that runs the Brielle (N.J.) Public Library received an eviction notice from the borough’s council January 23, giving the group and its employees until February 28 to turn over the municipally owned library building.

Brielle Borough Administrator Thomas Nolan said the action was in response to the library association’s refusal to return what officials maintain are borough tax dollars in the form of nearly $90,000 in surplus funds held in an association savings account, the Manasquan Coast Star reported January 25.

Councilman Richard Bolger, the former liaison between the council and the library, has called for the borough to sever its ties with the association and install a new one. At an earlier information session for residents organized by Bolger, Library Director Richard Bidnick asserted that the association owns all the library’s materials and furnishings, “from bookshelves to toilet paper holders,” adding that the property would cost $2 million to replace.

The library is funded with both public money, which pays for day-to-day operations such as salaries and some books, and private donations, which is earmarked for specific projects and can be carried over from year to year.

The funding dispute between the council and the library association goes back to September 2006, when the borough withheld its fourth-quarter payment to the library, according to the January 24 Asbury Park Press. The library then shut down for four days in October. The association’s financial records are under investigation by the Monmouth County Prosecutor’s Office and the Brielle Police Department.
