Wisconsin Bill Would Bar R-Rated Loans to MinorsA bill introduced July 12 in the Wisconsin Senate would prohibit public libraries from loaning R-rated movies to a minor “unless the public library is provided with proof that the minor’s parent or guardian consents to the loan or rental.”Sponsored by Sen. Tom Reynolds (R-West Allis), SB 258 is being promoted as bolstering parental authority. But the Wisconsin Library Association claims it would undermine local library boards, which “have already voluntarily addressed this issue through library policies that fit the needs in their communities.” Sen. Glenn Grothman (R-West Bend), who cosponsored the bill, countered in the July 25 Madison Wisconsin State Journal, “Parental control is more important than local control, and local officials who do not understand that shouldn’t be in office.” The cosponsors have won the backing of Sen. Sheryl Albers (R-Reedsburg), who sponsored a bill signed into law in 2004 that makes children’s borrowing records available to their parents or guardians. “If libraries provided common sense, this wouldn’t be necessary,” Albers told the Journal. The bill has been referred to the Senate Committee on Health, Children, Families, Aging, and Long Term Care. Posted July 29, 2005. |
