New York Bookmobile Driver Reinstated

Steele Memorial Library in Elmira, New York, has reinstated its bookmobile driver William Knapp in early August after the Chemung County District Attorney’s Office dropped charges against him of loitering with the intent to solicit sex. According to the August 12 Elmira Star-Gazette, officials discovered that the law Knapp was charged with violating had been declared unconstitutional by the state court of appeals almost two decades ago.

“On the advice of counsel and considering Mr. Knapp’s 31 years of quality service to the library. . . Mr. Knapp will return to his position,” county officials said in a prepared statement, adding that while Mr. Knapp’s actions leading to his arrest on July 28, 2005, may have showed poor judgment on his part and put library officials in a difficult position, they were not illegal.”

Knapp was scheduled to resume his post on August 15.
