Senate Rejects Reed Amendment to Boost Library SpendingA measure submitted by Sen. Jack Reed (D-R.I.) to add $39 million for libraries to the Senate Appropriations bill was defeated by a 49–47 vote September 10. The amendment to the Senate appropriations bill would have brought the amount for Improving Literacy Through School Libraries to President Bush’s request of $27.5 million, as well as adding enough money to LSTA to fund the program’s new formula, and funding Native American and Hawaiian American allocations.The vote fell largely along party lines: The only Republicans supporting it were Olympia Snowe and Susan Collins (both R-Maine), and the only Democrat in opposition was Zell Miller (Ga.). Not voting were John Edwards (D-N.C.), Bob Graham (D-Fla.), Joseph Lieberman (D-Ct.), and Gordon Smith (R-Oreg.). Posted and modified September 15, 2003. |
