Judith C. Russell Becomes First Female
Superintendent of Documents

The new Public Printer of the United States, Bruce R. James, has appointed Judith C. Russell as the 22nd Superintendent of Documents—the first woman and the second librarian to hold the post.

The appointment marks Russell’s return to the GPO: From 1991 to 1996 she served as director of the agency’s Office of Electronic Information Services, where she helped establish the GPO Access Web site. For 16 months, she was also director of GPO’s Federal Depository Library Program. More recently, Russell was deputy director of the National Commission on Libraries and Information Science. She has a Master of Science in Library Science from Catholic University of America in Washington, D.C.

“GPO is fortunate to have a person of Judy’s drive and extensive experience in the field of government information directing our information dissemination activities,” said James. “She will bring to all of the superintendent of documents’ operations a clear vision for the 21st century and a determination to remake our services to meet the expectations of our customers.”

Francis J. Buckley Jr., who had been superintendent of documents since December 1997 and was the first librarian ever to hold the position, retired at the end of December.

U.S. Public Printer Bruce R. James also appointed George A. Taylor as deputy public printer, the second-highest position within the GPO. Taylor will serve as the agency’s chief operating officer, responsible for overseeing its day-to-day printing, printing-procurement, and information-dissemination operations. He has more than two decades experience in information publishing, most recently as senior vice president for operations at the Thomson Corporation, where he was responsible for coordinating corporate technology, human resources, real estate, purchasing, and cost-reduction initiatives.
