St. Paul City Mayor Seeks Repeal of Independent Library AgencyFollowing the St. Paul, Minnesota, city council’s unanimous approval of an ordinance reorganizing the public library into an independent city agency, Mayor Randy Kelly has asked the state legislature to revoke the council’s authority to take the action. Rather than vetoing the council’s action—a move that faced a certain override—Kelly went to the state Capitol April 15 to persuade the legislature to repeal the authorizing bill it passed last year, the Minneapolis Star Tribune reported April 17. “This has become a pattern for this administration. If it doesn’t get its way, it will find another way to get around it,” Council Member Jay Benanav told the newspaper. Kelly maintains that the new agency, which would be funded through a dedicated property tax rather than the city’s general fund, would inevitably lead to higher taxes. The council passed a resolution April 16 aimed at the legislature and restating its support for the separate library agency. It also approved a measure asking the city’s lobbyists to stop working on the library repeal. Posted April 21, 2003. |
