Mesa Director under Scrutiny Again

Six months into a year’s probation for “creating a hostile work environment” after the alleged sexual harassment of a female employee, City of Mesa (Ariz.) Library Director Patsy Hansel is facing complaints that she has made little progress in improving her management skills.

This time, an investigation ordered by City Manager Debbi Dollar found that Hansel retaliated against an administrator who backed Janice Gennevois, the staffer who claimed that Hansel sexually harassed her, by cutting her out of meetings and decision making. In addition, Hansel fell short in three performance evaluations since April and was unfavorably reviewed by a majority of staff this fall, the Mesa East Valley Tribune reported November 20.

Keith Sobraske of Investigative Research said he found credible three of 18 allegations of retaliation. “While the majority of the incidents mentioned by [the administrator] did not, in this investigator’s opinion, rise to the level of harassment and retaliation . . . a clear pattern of management deficiency, most notably insufficient communication and forums for communication, was evident,” Sobraske wrote in the report.

Gennevois eventually transferred out of the library and in October settled a lawsuit with the city for $87,000.
