Clinton Library Sues State for Tax Break

The Clinton Library Foundation in Little Rock, Arkansas, filed suit July 18 in Pulaski County Circuit Court to recover some $3.5 million in tax rebates it claims under the Advantage Arkansas program. In May, the state Economic Development Department had denied the tax break, saying the library did not qualify because it is not a business.

The Advantage Arkansas program offers tax refunds to keep businesses in the state and attract new investments. Clinton Library Foundation attorney M. Jane Dickey said the law does not disqualify nonprofit organizations, the Associated Press reported July 19, while EDD Director Jim Pickens contends they are ineligible.

Without the rebates, the foundation must rely on private funding. Construction of the Clinton Presidential Center began the second week in July; it is scheduled to open in 2004.
