Land Purchase
The Arkansas Supreme Court March 8 rejected a claim that the city of Little Rock used an illegal scheme to tap tax money to buy 27.7 acres of land for the Clinton Presidential Library. Activist Nora Harris sued the city in 1998, alleging that the revenue bonds issued to buy the land siphoned money away from city park operations and should have required voter approval.
However, the court ruled that the city could pay off the bond debt using any source it wanted other than taxes or special assessments, the Associated Press reported March 8.
Another case involving the land purchase is before the state Supreme Court. Eugene Pfeifer III, who last November lost a Chancery Court suit claiming the city could not legally appropriate land for a library, awaits an appeal.
