City Denies Claim for Library-Cat AttackThe City of Escondido, California, has rejected a $1.5-million claim by a man who said the public library’s cat attacked his assistance dog in November. The city council allowed the 45-day review period to expire without taking action—the legal equivalent of denying the claim, according to City Attorney Jeffrey Epp. In the claim, Richard Espinosa said he was emotionally traumatized by the incident in which his dog Kimba suffered scratches and puncture wounds to the face. Espinosa said he is now searching for a lawyer to take the case to court and, as a backup, has purchased a book advising people how to file their own lawsuits, the San Diego Union-Tribune reported June 13. In addition to the $1.5 million of the original claim, Espinosa said he will seek reimbursement for approximately $900 he incurred for mental-health services following the incident.
