ALA Testifies on E-Government Bill

Sharon Hogan, director of libraries at the University of Illinois/Chicago, testified July 11 at a hearing held by the Senate Government Affairs Committee on the E-Government Act of 2001. The legislation (S. 803) calls for the U.S. government to establish a federal Chief Information Officer (CIO) and an advisory council to maximize government effectiveness in using information technology, and directs the Library of Congress and other government entities to collaborate with private and nonprofit organizations in the creation of an “online national library.”

Hogan, who represented the American Library Association, the American Association of Law Libraries, and the Association of Research Libraries, strongly supported the measure. “We cannot have an effective e-government without effective access to government information and coordinated information policies,” noted Hogan, who recommended that the legislation be strengthened by recognizing the roles played by the National Archives and Records Administration, the Government Printing Office, the Institute of Museum and Library Services, and the Federal Library and Information Center Committee.

Sen. Joseph Lieberman (D-Ct.), who chaired the hearing, said the bill was on the Senate’s fall legislative agenda. A companion measure, H.R. 2458, was introduced in the House by Rep. Jim Turner (D-Tex.) July 12.
