Library Outsourcing Feared
at Chicago City Colleges

Outsourcing plans announced by the City Colleges of Chicago system on February 5 may spread to academic departments, including the libraries. Trustees voted to outsource the payroll, purchasing, and other financial operations to American Express Tax and Business Service, according to the February 6 Chronicle of Higher Education online.

Board Chairman James Tyree said in the February 6 Chicago Tribune that administrators for each of the seven colleges will be investigating all procedures with a possible view to more outsourcing. “We’re looking at everything,” he said. Presidents have been asked to submit data assessing library and other needs by early March. The information will be used in developing a request for proposals for outsourcing services.

The college outsourcing business is growing very quickly, according to an April 7, 2000, report in the Chronicle, which noted that Chatham College in Pittsburgh, Pennsylvania, has retained a management company to run its library and hire most of the staff.
