Two months after New York Mayor Rudolph Giuliani finally released $22 million for library programs after a five-month standoff with the city council, the mayor is calling for $591 million in new cuts for FY 2000 that include $37 million for public libraries.
The January 29 New York Times noted that despite a $1.6 billion surplus in the current fiscal year due to a strong local economy, Giuliani's new $35.4 billion spending plan, which he released January 28, is as conservative in his proposals for new spending as his previous budgets have been.
Touting the plan as a "no-growth budget," Giuliani boasted, "New York City is now setting the way for fiscal responsibility."
