Missouri Senator Ties State Funding to FiltersA Missouri state senator introduced a bill February 17 that would require public libraries offering their patrons Internet access to install filters in order to be eligible for state funding. In addition, SB 323 requires libraries to “ensure that adult patrons may access the filtered sites upon request, at a location where the information may not be accessed by or displayed to minors.” Despite the contention of bill sponsor Sen. Bill Kenney (R-Lee) that he is “not trying to prevent access” for adults, Eric Austin of the Missouri Library Association told the Associated Press February 18 that Kenney's bill “effectively doubles our exposure to legal challenges.” Agreeing with Austin, ACLU spokesperson Cecile Denny stated, “Web sites accessed from a library computer are no different than the books on the library shelves.” Posted February 22, 1999. |
