Former D.C. Library Head Is SentencedHardy Franklin, director of the District of Columbia Public Library from 1975 to 1997 and 1993–94 ALA president, was sentenced September 17 to serve five months of home detention and to pay back $24,000 that the city reimbursed him in travel expenses he incurred as an ALA officer. Franklin, 69, pleaded guilty in May to double-billing the city's library system and ALA. Declaring that Franklin's "criminal behavior is not to be excused, " U.S. District Judge Ricardo M. Urbina said that it exemplified the corruption and mismanagement that led to a federal takeover of much of the D.C. government, the Washington Post reported September 18. Although Urbina said that Franklin, who is ailing and retired, is unlikely to commit future crimes, the loss of his freedom would send a message to other public officials. The Post reported that prosecutors dropped more serious charges of mail fraud and theft in return for Franklin's guilty plea because of his ill health. Posted September 21, 1998. |
