Judge Voids Jersey City Privatization Contract

A New Jersey Superior Court judge ruled October 16 that the Jersey City library board acted improperly in awarding Library Systems and Services, Incorporated, a contract to manage and operate the library.

In voiding the agreement, Judge Arthur D'Italia said the board did not allow for public discussion and failed to publicize the July 14 meeting where the contract was awarded, the Trenton Times reported October 19.

The American Federation of State, County, and Municipal Employees filed a lawsuit in August challenging the contract. The city council, which said it had been excluded from the process, filed a brief supporting the suit.

Mayor Bert Schundler and board President Ervin Haynes said the board would relaunch the bidding process. An official at LSSI told the Times that the firm expected to bid once again for the contract.

On October 22 a group of city council members asked the entire library board to resign or face charges in court or before the city's ethics board to remove them, the Jersey Journal reported October 23.
