SLC Gets 3,000 Applications for Initial Universal-Service DiscountsOver 3,000 public libraries and schools submitted applications for the first round of universal service telecommunications discounts. The Schools and Libraries Corporation, which administers the program, reported an estimated demand of $2 billion, based on a statistical sampling of the applications filed to date. The Federal Communications Commission must now determine how much to collect from the telecommunications industry for this year's application cycle. Last December the FCC voted to reduce by 38% the amount that long-distance companies will pay towards the program, to $625 million for the first half of 1998. "We cannot bite off more than we can chew or spend more than we can afford," said FCC Chair William E. Kennard, who has announced plans to restructure the program. Posted May 11, 1998. |
