Ventura County Approves Staffing CutsFollowing a delay caused by union objections, the Ventura County, California, Board of Supervisors approved a plan March 17 to reduce library staffing by 15 positions in order buy new books and equipment and maintain extended hours without exceeding the library agency's $5.8-million annual budget, the Los Angeles Times reported March 18 Like the original proposal, the amended plan, developed after negotiations with the Service Employees International Union, eliminates 34 of the agency's 67 full-time positions and creates 19 slightly different jobs. But rather than making all 34 employees, regardless of experience, compete for the new jobs, 15 of the new positions will be automatically filled through seniority, leaving four top management jobs to be vied for by current employees. Nearly all the employees to be dismissed have already found other positions within county government or at other libraries, the Times reported. Posted March 23, 1998. |
