North Carolina Lawmakers Weigh Online Obscenity BanOn June 1 the North Carolina Senate referred to its Committee on the Judiciary a bill that, among other provisions, mandates either the use of filters on state computers "or other appropriate management schemes to shield minors from obscenities transmitted by computer." Sponsored by Senator Roy A. Cooper (D-Nash), the No Computer Access of Obscenities Act exempts employees of public libraries, schools, museums, hospitals, government agencies, and churches from prosecution if they accessed objectionable material while "carrying out a legitimate duty of his employment." Nonetheless, the bill stipulates that schools install blocking software and that public libraries either filter or deny Internet access to minors except "when they are accompanied and monitored by their parent, guardian, or by another authorized adult or library personnel."
