New York City Council Restores
Library Funds Cut by Mayor

When the New York city council adopted its $34-billion budget June 5, it not only restored the $12.9 million for libraries cut by Mayor Rudolph Giuliani April 24 but added some $7 million in additional enhancements for libraries.

Although Giuliani vetoed over $196 million from the council's budget June 10, amounting to 82% of the council's adjustments to his original budget, he didn't challenge the council's restoration of the $12.9 million for libraries, according to the June 11 New York Times. However, Giuliani used his line-item veto to eliminate the extra library enhancements, which he said "look to me like member items" (money earmarked for the needs of individual council members). The council was expected to override the veto this week.

The New York Daily News reported that this was the first time in history that the council rejected the mayor's budget plan and developed its own.
