New Library Postal Rate Will Reflect
Modest Increase
The new postal rates announced by the U.S. Postal Service Board of Governors on June 30 will include the modest increase in the library rate that was recommended by the Postal Rate Commission earlier this year.
Under the new rates, which take effect January 10, 1999, a typical three-pound library-rate package would cost $2.03; the cost of mailing the same package would have risen to $2.48 (a 26.53% increase) under the USPS proposal. Currently, it costs $1.96 to mail a three-pound package.
The increase in the library rate is modest compared to the steep hike proposed by the U.S. Postal Service when it requested new postal rates in July 1997. At that time ALA challenged the requested increases, which would have made the nonprofit library rate higher than the commercial book rate.
