Blame for Fiscal Woes Shifts
from Director to Board

Ross Township commissioners have launched new charges of financial mismanagement at Northland Public Library in suburban Pittsburgh. This time it's the library board of directors, rather than the director, being blamed for unnecessary expenses.

Commissioner Patrick Lawlor, who represents Ross on the library board, has charged that the board misused tax money when it decided to compensate former director Laura Shelley for 157 hours of overtime at $28 an hour. Pointing out that no other managers receive overtime, he demanded in late June that the township solicitor investigate the matter. The board voted 5–2 for the compensation, with Lawlor and a representative from Marshall Township opposed.

Shelley resigned last October amid allegations that she kept inaccurate circulation records that cost the township $280,000 in excess payments to support the library.
