Hawaii Auditor Criticizes KaneState Auditor Marion Higa on January 20 released a management audit report to the Hawaii governor and legislature on outsourcing in the Hawaii State Public Library System. The report stated that State Librarian Bart Kane failed to "successfully plan and implement" reform efforts to address budget cuts and avoid lay-offs, according to the Honolulu Star-Bulletin. Although the auditor praised Kane's attempts to increase efficiency, she said the reforms were ineffective. "Hastily contracting for services without establishing management controls has undermined performance and increased costs," the report said. Kane, who is preparing a response to the report, is awaiting a performance evaluation by the Hawaii Board of Education, which has postponed its deliberation until February 5, pending more information.
