Sen. John McCain (R-Ariz.) announced January 20 he would propose legislation to require schools receiving universal-service funds to restrict students from accessing indecent material on the Internet, the Associated Press reported.
McCain, a critic of the universal-service program, added that the bill would establish priorities to ensure that the funds would go first to those schools and libraries most in need, but he offered no details on how this would be accomplished.
The January 21 A.P. story said that telecommunications lobbyists and Democratic Senate aides, speaking anonymously, doubted McCain's proposal would pass Congress.
McCain said the Senate Commerce Committee, which he chairs, would hold a February 10 hearing on indecency and pornography on the Internet.
