Kane Questioned about Fee TransferIn the wake of an unfavorable report by the Hawaii State Auditor, State Librarian Bart Kane was grilled January 28 by the state's Senate Education Committee about moneys that were improperly distributed. Hawaii state law stipulates that fees charged by the Hawaii State Public Library System for such services as photocopying and video rentals must be deposited in a special fund that Kane redistributes annually to branch libraries. The auditor's report revealed that in FY1996-97, Kane used $295,000 of the special fund to pay Baker & Taylor and transferred an additional $100,000 to a general fund without allocation to the branches. Kane argued that no concerns of impropriety were raised in meetings with the governor or other state officials, according to the January 29 Honolulu Star-Bulletin. "If it was illegally improper, we're all guilty of it," he told the committee. Kane said that starting in July, each branch library will receive its share of the fees. Posted February 9, 1998. |
