Former DCPL Head Indicted for TheftA year after retiring from his 22-year directorship of the District of Columbia Public Library, Hardy R. Franklin has been indicted for theft and mail fraud against the city. Arraignment is scheduled for February 17 in U.S. district court. The January 30 indictment charges that Franklin failed to repay some $20,000 the district advanced him for expenses he incurred as 1993-94 ALA president. Professing his client's innocence, attorney Lawrence Barcella is claiming the U.S. attorney's office has hurried through an indictment before Franklin (who is said to have recently suffered a heart attack) could review pertinent documents, according to the January 31 Washington Post. The grand jury, which was sworn in on October 31, 1996, claims that Franklin deposited a series of ALA checks in the "Hardy R. Franklin Special Account" he opened in a D.C. Citibank halfway through his presidential year—an account for which he was sole signatory. Posted February 9, 1998. |
