San Jose City Council Approves
Joint-Use City-University Library

The San Jose, California, city council gave final approval December 17 to a $171-million joint-use library facility to serve city residents and San Jose State University students.

The 10-1 vote approved legal agreements governing the building and operations, clearing the way for construction to begin in spring 2000, the San Jose Mercury News reported December 18. Despite campus protests, the university's Academic Senate voted December 7 to support the joint library, and the city library commission subsequently endorsed a joint library operations agreement.

Under the agreements approved by the council, the city and the university will retain control over their individual budgets and staffing, but will jointly operate technical services, circulation, periodical services, and security. The city and university will jointly own the building and furnishings, with the school retaining title to the land. The university will get two-thirds of the space in the library and the city one-third.
