Appropriations Bill Restores TIIAP FundingWhen the Senate voted 99-0 to pass the FY99 spending bill for the Commerce, Justice, and State departments on July 23, the measure included 93 amendments, including one offered by Sen. Robert Kerrey (D-Neb.) to restore $9 million in funding for the Telecommunications and Information Infrastructure Assistance Program and to remove a measure barring e-rate eligible schools and libraries from receiving TIIAP grants. More than 50 organizations, including ALA, had signed a July 21 letter requesting that senators vote to restore TIIAP funding. However, the final bill retained amendments approved July 21 to require commercial Web sites to restrict young people's access to materials that are "harmful to minors'' and to mandate schools and libraries that receive e-rate universal service discounts to install filtering software. The bill will now go to the conference committee to resolve differences with the House version. Posted August 17, 1998. |
