Santa Clara Reverses No-Filter Stand

The Santa Clara County (Calif.) Library reversed its longstanding anti-filtering policy April 23 when trustees approved the installation of Internet blocking software on all the children's-area terminals of the nine-library system.

Ironically, while the decision disappointed some members of Keep the Internet Decent and Safe (KIDS), a local group that has been lobbying for filtered access for more than a year, it passed muster with the American Civil Liberties Union. The San Francisco Chronicle reported April 24 that some parents expressed dismay that the revised policy permits minors to surf unsupervised on any Internet terminal, regardless of whether it has a filter. But ACLU attorney Ann Brick hailed the arrangement for barring librarians from being "the thought police of anyone."

Trustees anticipate having the blocking software in place within three months, and that they will review the policy's efficacy over the next year.
