Proposed San Diego Library Derided as Taxpayer RipoffThe San Diego County Taxpayers Association gave a troubled plan for a downtown San Diego library a special "Titanic" award April 15 for wasteful government spending. The group criticized Mayor Susan Golding and the city council for spending about $4 million to buy land and pay architectural and engineering fees before deciding whether to build the proposed library. In addition, the city manager's office has reported a $9-million shortfall in the $103.5 million needed for financing. Saying the project has "hit a huge fiscal iceberg" and is "going down fast," the group called it the biggest fleecing of county taxpayers in 1997, according to the April 16 San Diego Union-Tribune.
