California Filtering Mandate Clears CommiteeA bill approved by the California Assembly's Local Government Committee April 15 would require public libraries with Internet access to "purchase, install, and maintain computer software that prohibits access to obscene matter." AB 2350 is sponsored by Assembly member Peter Frusetta (R-Tres Pinos), who issued a statement April 16 explaining that the measure was "kindled by massive parent and community frustration in Santa Clara County [Frusetta's constituency] where local libraries defiantly refuse to sue filtering software to restrict a child's access to pornography." The bill's progress was hailed by Keeping the Internet Decent and Safe (KIDS), a Gilroy community group that has been lobbying for Internet filters at the Santa Clara County Library for more than a year. Noting California's law banning obscenity, KIDS cofounder Sandi Zappa said, "Why are the libraries allowing it to be exhibited and distributed?" Posted April 20, 1998. |
