The JCLC 2012 Steering Committee consists of two (2) representatives from each of the caucus associations totaling ten (10) members. Each Steering Committee member serves as a Chair for one of the ten Planning Committees. Representatives and Chair responsibilities are as follows.

Steering Committee Composition and Responsibilities
- Each individual caucus determines who will represent them as co-chairs. This is not a decision of the steering committee.
- If a steering committee member cannot complete their full term of service (one year after the conference is held constitutes service) or is not successfully contributing to the work of the committee or the conference, the co-chairs will speak to that caucus’ president or executive director, asking for another representative for the Steering Committee.
- The charge and responsibility of the Steering Committee members is to represent the views, concerns and support of their caucus toward the success of the conference. However, Steering Committee members once appointed, are authorized and expected to work on behalf of their caucus for the needs, support and success of the conference.
Chair-personship of JCLC will always be a co-chair process shared between two caucuses. - The chair-personship of each JCLC conference must rotate through all caucuses before a caucus can repeat as co-chair. Co-chairs of JCLC 2012 will be members of the Steering Committee and will be elected by the Steering Committee. Co-chairs cannot be representatives of the same caucus. Co-chairs of the steering committee will perform tasks as needed. If one of the co-chairs does not perform to the satisfaction of the steering committee, the steering committee may replace that chair.
- There will be a Recording Secretary, Treasurer and ALA liaison on the Steering Committee. They are ex-officio members without voting privileges.
- All Steering Committee members are expected to attend all called and standing meetings.
- A quorum of the Steering Committee is defined as six (6) members present regardless of caucus affiliation. On general discussions, each member of the Steering Committee has one (1) equal vote. Co-chairs have no privileged voting rights and as such, their votes are equal to those of all Steering Committee members. On voting matters and decisions, each caucus is entitled to one vote and both representatives for each caucus must determine the one vote for their caucus. Six (6) votes are needed for approval (majority rules). Ties of equal vote do not pass.
- Steering Committee representatives will communicate agreed-upon speaking points to their individual caucus associations.
- Caucus associations will bring issues to the Steering Committee through their representatives.
